The Election Commission of Pakistan (ECP) has rolled out a novel result compilation system, the Election Management System (EMS), devised by a private entity for the forthcoming 2024 general elections.
The EMS initiative follows the 2018 elections experience, where the commission employed the Result Transmission System (RTS), an Android application developed by NADRA, which encountered a significant malfunction post-polling, halting the result dissemination process.
For the 2024 elections, the EMS aims to enhance result compilation and tabulation efficiency. Col (retd) Muhammad Saad Ali, the EMS project director, detailed the system’s features, including specialized software in 859 Returning Officers (RO) offices, complemented by four data entry operators, laptops, and additional IT apparatus. Moreover, the EMS extends to the mobile devices of Presiding Officers (PO), enabling them to transmit Form-45 images directly to the RO. The system assures delivery of Form-45 to the RO upon network restoration if issues arise.
In anticipation of potential network disruptions, the EMS incorporates an offline mode to ensure continuous operation. Col. Ali also highlighted an alternative connectivity method beyond the online and offline modes.
Pakistan is poised for its general elections on February 8, 2024, with an electorate of over 128 million individuals ready to vote. The ECP has confirmed the participation of 5,121 candidates for National Assembly seats, including 4,807 men, 312 women, and two transgender individuals. Additionally, the provincial assemblies of Sindh, Punjab, Khyber Pakhtunkhwa (KP), and Balochistan will see 12,695 candidates vying for positions, with 12,123 men and 570 women among them.
The country boasts 128,585,760 registered voters, with Punjab leading in numbers at 73,207,896, followed by Sindh with 26,994,769, Khyber Pakhtunkhwa with 21,928,119, Balochistan with 5,371,947, and Islamabad with 1,083,029.
