On March 13, 2025, Syrian leader Ahmed al-Sharaa signed a constitutional declaration, marking a “new history” for Syria.
The five-year transitional framework, enacted three months after Islamist-led rebels ousted Bashar al-Assad, ensures women’s rights and freedom of expression.
Sharaa hailed the declaration as a shift from oppression to justice. It replaces Assad’s constitution, dissolves parliament, and sets a five-year transition. A “transitional justice commission” will address past abuses, offering accountability and support to victims. The document, signed at the presidential palace, outlines a fresh start for the nation.

Drafter Abdul Hamid al-Awak said the Syria constitutional declaration guarantees women’s social, political, and economic rights. It keeps Islam as the legislative backbone and mandates a Muslim president. Power separation is absolute, with the president holding emergency powers only. A new assembly, partly appointed by Sharaa, will draft laws, while a supreme committee will oversee elections.
"God willing, this will be a new history for Syria."

Awak noted that freedom of opinion, expression, and press are enshrined. The judiciary gains independence, banning extraordinary courts that plagued Syrians under Assad. Executive power rests solely with the president during this period, ensuring swift action amid challenges.
This Syrian constitutional declaration responds to global calls for an inclusive Syria. By prioritising rights and justice, it aims to heal decades of repression and build a stable future.
