Meanwhile, Secretary Excise and Taxation Abdul Majeed Pathan said that the new taxation measures and the vigorous collection drive is likely to raise the department’s revenue from Rs32 billion in 2013-14 to Rs36.6bn in 2014-15.

The Sindh government has also proposed to  impose storage charges on rectified spirit (ethanol), which is kept in bonded warehouses situated at Keamari for subsequent export, in the budget for next fiscal year.

The proposed levy at the rate of Rs0.5 per litre is expected to generate Rs244 million additional revenue for the provincial kitty in fiscal year 2014-15.

Sources said the new levy was proposed by the Excise and Taxation Department as presently no fee was being charged on storage of ethanol. The total quantity of the liquid cargo stored in the Keamari warehouses has been estimated at 448,281,060 litres.

The Excise and Taxation Department has also proposed introduction of infrastructure cess at the rate of 0.25pc on transportation of petroleum products through the province in the forthcoming budget.

The infrastructure cess was levied on safe and smooth carriage of all goods landing at Karachi and transported to upcountry either through road or pipeline.

The Sindh government incurs heavy expenditure on maintenance and development of infrastructure besides a huge sum on police and Rangers for smooth and secured movement of these goods.
