Sindh Home Minister Ziaul Hassan Lanjar announced a major review of the e-challan system on Friday. He revealed the formation of a comprehensive committee to address public concerns. The committee will assess whether a revision of traffic fines is necessary. If necessary, the government is prepared to amend the relevant laws.
The APP reported that Lanjar made this announcement during a session of the Sindh Assembly. He was responding to objections raised by the opposition leader regarding e-challans. The minister stressed that public convenience and justice are the government’s top priorities. He clarified that the system’s primary goal is traffic awareness, not increasing revenue.
The new committee will include members from both government and opposition parties. From the MQM-P, members include Ali Khurshidi, Taha Ahmed, Iftikhar Alam, and Muhammad Shabbir Qureshi. The Pakistan Peoples Party (PPP) will be represented by Asif Khan, Sadia Javed, and Farooq Awan.

Home Minister Lanjar will personally chair this committee. He instructed the Home Secretary to issue the official notification on Friday. The committee’s first meeting is scheduled for December 15, 2025. Its mandate includes reviewing public complaints and ensuring system transparency.
It will also evaluate the effectiveness of traffic regulations and the appropriateness of fine amounts. Lanjar reiterated that amendments to fine structures would be considered to ensure fairness. The e-challan system is being rolled out in phases, starting with Hyderabad and other districts.
The minister expressed deep concern about the rise in traffic accidents. He cited a tragic incident on Friday where a child lost his life. This underscores the urgent need for stricter enforcement of traffic laws. Improving traffic police performance is also a critical goal of the ongoing modernisation efforts.
