On August 8, 2025, the Sindh cabinet, led by Chief Minister Syed Murad Ali Shah, approved a proposal from the Excise and Taxation Department to implement CNIC-based vehicle registration and personalised registration marks (PRMs).
The decision was made during a meeting at the Chief Minister’s House, aligns Sindh’s system with international standards and recent reforms in the federal capital. The new framework aims to improve traceability, combat fraud, and streamline the vehicle ownership process.
The innovative system shifts registration from the vehicle chassis to the owner’s Computerised National Identity Card (CNIC). The Vehicle Identification Number (VIN) will serve as the permanent identifier, while number plates remain linked to the owner. Owners can retain, reuse, or surrender personalised plates upon selling a vehicle, with plates detachable for reassignment or auction. The system integrates with NADRA’s database, ensuring real-time traceability, better tax enforcement, and standardisation across provinces.

Chief Minister Shah emphasised a cautious approach, directing the Excise Department to develop and test the model before finalising the draft law. The cabinet approved necessary legal amendments in principle, but implementation will wait until testing is complete. This ensures a robust, error-free system, addressing past challenges like delays in number plate issuance.
The CNIC-based model promises to curb vehicle-related fraud, improve asset tracking, and simplify ownership transfers. By adopting personalised plates, Sindh aligns with global trends, enhancing user convenience. The initiative, hailed as a progressive step, supports digitisation efforts, potentially setting a precedent for other provinces.
