The Sindh College Education Department (SCED) has approved a new policy for granting admissions to 11th grade in government colleges based on students’ 9th-grade results.
The new process will be streamlined through the Sindh Electronic Centralised College Admission Program (SECCAP). Provincial Education Minister Syed Sardar Shah endorsed the decision to improve accessibility for students.
Under the SECCAP admission process, admissions will now be based on 9th-grade performance, establishing a merit-based system. SCED will set up help centres at colleges to support students starting June 15, 2025. This initiative comes from Secretary of Colleges Shahab Qamar Ansari, who directed Director General Dr. Naveed Rabb Siddiqui to implement it. Additionally, each district will form a three-member SECCAP committee, including a technical expert to assist with portal navigation.

Speaking to Samaa TV, Dr. Siddiqui emphasised that committee members, chosen for their teaching or administrative expertise, will guide students through the grade 9-based admissions process. Help centres will address application queries, reducing barriers.
The Syed Sardar Shah education reform aligns with Sindh’s push to modernise college admissions, following a 2024 pilot in Karachi. The Sindh college help centres aim to curb delays, with 1.2 million students expected to apply. This policy could set a precedent for other provinces.
