Pakistan has formally launched a state-of-the-art monitoring system, Secure Hybrid Intelligence for Knowledge Band Response Analytics (SHIKRA), to ensure complete oversight of passport issuance.
The system tracks applications from submission to final delivery, strengthening transparency and operational control across the process.
Mohsin Naqvi inaugurated the system during his visit to the Directorate General of Immigration and Passports. The platform monitors passport applications, printing workflows, and departmental performance through a centralised digital framework.
Addressing officials, the interior minister said Pakistan’s passport system now matches international best practices. He added that SHIKRA enables real-time monitoring of applications and deliveries, both domestically and overseas.

Every stage of the process remains under continuous digital supervision, reducing delays and operational gaps. The minister said the government aims to provide fast, secure, and internationally standardised services to citizens.
He confirmed that the security features of Pakistani passports now comply with International Civil Aviation Organisation (ICAO) standards. The deployment of advanced automated German machines has also increased production capacity.
According to officials, the automated passport printing process has removed human intervention entirely. This step reduces errors and strengthens document security. The system is designed to improve efficiency while maintaining strict compliance with international security requirements.
During the visit, the interior minister toured the e-monitoring room, call centre, forensic laboratory, and modern production unit.
Officials briefed him that a digital integrated dashboard will track daily operations and assess staff performance. The system will also automatically detect overcrowding at passport offices, enabling timely administrative action.
The launch of SHIKRA marks a significant step in modernising Pakistan’s public service delivery. Authorities say the system will improve accountability, enhance citizen experience, and strengthen trust in passport operations.
