In a move seen by many as an effort to prevent future insurrections, Putin mandated a decree. The document compelled all personnel within mercenary firms to pledge their allegiance directly to the state.
Scope and Intention Behind the Decree
Primarily, the decree targets those immersed in military ventures in Ukraine and those collaborating with Russian territorial defence units and the national army. The decree’s unveiling came on the heels of a tragic event. Yevgeny Prighozin, the chief of the Wagner private army, and several others tragically perished in a plane crash. After this incident, reports revealed that Rusich, an offshoot of Wagner, announced its decision to halt military actions in Ukraine, citing the foreign ministry’s inability to safeguard Yan Petrovsky, a foundational group member.
Observers view Putin’s decree as a meticulously plotted tactic to regain and consolidate his power, especially after the evident challenge posed by Wagner’s earlier mutiny. The proclamation emphasizes establishing Russia’s moral and spiritual defence foundation and stresses unwavering obedience to commanders.

He believes that Putin’s directive serves a dual purpose: ensuring military intelligence identifies and penalizes Wagner combatants while delivering a request to the fighters. Their choices are stark – either swear allegiance and retain their weaponry or face disarmament and potential imprisonment.
Furthermore, in the backdrop, it’s crucial to note the tension that brewed before Wagner’s revolt. Before the uprising, the Russian defence ministry presented private military contractors with army contracts to be ratified by 1 July. This was a move Prighozin defiantly declined, aiming to elude the Russian ministry’s overarching influence over his faction. This discord and Putin’s supportive stance on the scheme set the stage for the eventual mutiny.
