The Punjab vehicle re-registration SOP has officially come into effect as the Excise, Taxation and Narcotics Control Department begins issuing new registration numbers to vehicles and motorcycles previously registered in other provinces.
Authorities launched the updated process in Rawalpindi Division on February 14. Under the new framework, vehicle owners from across Pakistan can now apply for Punjab registration, subject to verification and documentation requirements.
Under the Punjab vehicle re-registration SOP, authorities now permit vehicles and motorcycles registered in Khyber Pakhtunkhwa, Balochistan, Sindh, Gilgit-Baltistan and Azad Kashmir to obtain new Punjab registration numbers.
The Rawalpindi office has already started processing applications. Officials conduct biometric verification of applicants to confirm ownership before issuing a new number.
Authorities require applicants to secure a No Objection Certificate (NOC) from the Excise Office of the province where the vehicle was previously registered. Without this NOC, the process cannot proceed.

Applicants must provide a vehicle clearance certificate and a Police 15 report. In addition, they must submit the complete vehicle file and an affidavit signed by the vehicle owner.
Officials have declared these documents mandatory. Therefore, incomplete applications may face delays.
The department has clarified that registration fees will remain the same as those already applicable in Punjab. Authorities will not impose additional charges beyond standard provincial rates.
What Happens to the Old Registration Number?
After authorities complete the process, they will assign a new Punjab number linked to the concerned city. At the same time, they will cancel the old provincial number.
The Excise Department will also send a formal letter to the previous province’s Excise Office to confirm cancellation. This step ensures that official records are aligned across provinces.
The updated SOP aims to streamline inter-provincial vehicle movement while strengthening verification mechanisms.

Vehicle mobility between provinces continues to increase due to relocation, employment and business activity. As a result, the department has introduced a structured system to manage cross-provincial registrations.
Biometric verification enhances transparency and reduces the risk of fraudulent transfers. Moreover, the NOC requirement ensures that no outstanding issues remain in the originating province.
The Punjab government has positioned this initiative as an administrative reform aimed at standardising procedures and improving record accuracy.
