On August 8, 2025, the Punjab Assembly’s Standing Committee on Local Government approved the Local Government Bill 2025, which sets the stage for local elections scheduled for December 2025.
The bill introduces a new governance framework that establishes Union Councils, Tehsil Councils, Town Councils, Municipal Corporations, and Municipal Committees. These entities will be responsible for collecting local taxes and leading development projects, thereby enhancing local autonomy and improving service delivery.
The bill requires the establishment of new constituency boundaries, with Deputy Commissioners working alongside the Election Commission for the process of delimitation. It also sets up district-level authorities responsible for vital services, such as sewage management and clean drinking water, backed by a Finance Commission to ensure equitable distribution of funds. A previously debated provision that suggested appointing Deputy Commissioners as heads of the district committees has been revised. Now, elected representatives will assume leadership roles, while Deputy Commissioners will serve as co-chairpersons, emphasising the importance of democratic leadership.

The committee reviewed the bill clause by clause, preparing it for final approval in the Punjab Assembly. Once passed, it awaits the Governor of Punjab’s sign-off. This thorough process ensures alignment with public needs and legal standards, marking a significant step toward modernising Punjab’s local governance.
Treasury member Amjad Ali Javed has proposed a bill to make mother tongues, such as Punjabi and Seraiki, compulsory subjects in schools and madrasas at the primary level. The purpose of this legislation is to preserve cultural heritage by requiring education in local languages.
