The Punjab government has taken a major step to revitalise the provincial entertainment sector. It has decided to establish the Punjab Film Development Authority (PFDA). The enabling legislation, the Punjab Film Development Authority Act 2025, has been formally presented in the Punjab Assembly.
The proposed authority aims to promote and facilitate the production of film, television drama, and documentary content. It will introduce a comprehensive policy and regulatory framework to govern the sector.
Core functions include providing filmmakers with streamlined facilities, permits, and one-window operations. Additionally, special incentives will be offered to encourage both local and foreign investment in Punjab’s creative economy.
The PFDA’s long-term vision includes significant infrastructure development. Plans involve building modern film studios, a dedicated film city, and advanced post-production facilities.
To ensure a skilled workforce, the authority will also establish film schools and training programs. A system for funding, grants, and subsidies will be introduced to provide direct financial support to filmmakers and projects.
The bill has now been referred to the relevant standing committee for detailed review. The committee must present its report to the assembly within two months. Following committee approval, the bill will return to the Punjab Assembly for passage. It will then require final assent from the Governor of Punjab, Sardar Saleem Haider Khan, to become law.
