The Punjab Safe Cities Authority (PSCA) issued a public notice on July 24, 2025, advising individuals to verify e-challans when buying or selling used vehicles in Punjab. This initiative aims to prevent legal and financial complications arising from unpaid traffic fines. Given Pakistan’s active used car market, the PSCA emphasises the need to check for outstanding dues to ensure smooth transactions.
Unpaid traffic fines can result in penalties for new vehicle owners. The PSCA advises that “ignoring traffic fines during the sale or purchase process may lead to legal issues and complications with registration or resale.” Sellers must also transfer ownership promptly to prevent liability for any future violations committed by the new owner.

How to Check and Pay E-Challans
Citizens can verify fines by entering the vehicle’s license plate number on the PSCA e-challan portal. The platform provides instant access to pending dues. For payments, PSCA recommends the ePay Punjab app, which is available on both Android and iOS. Payment options include:
- Mobile and internet banking
- ATMs
- Over-the-counter bank transactions
- Mobile wallets and telco agents
For buyers, verifying e-challans prevents inheriting fines, which could block vehicle registration. Sellers benefit by transferring ownership quickly, avoiding responsibility for new violations. PSCA stresses: “This simple step safeguards a smooth transaction and protects both parties from future liabilities.”

The initiative supports Punjab’s efforts for digital governance and transparency. It addresses a prevalent issue in Pakistan’s used car market, where overlooked fines often lead to disputes. The PSCA’s e-challan verification notice encourages accountability in vehicle transactions. By utilising the portal and the ePay app, users can ensure compliance and facilitate hassle-free ownership transfers.
