The Punjab government has approved a limited three-day Basant festival in Lahore, February 6, 7, and 8. Meanwhile, they are maintaining a strict ban on kite flying across the rest of the province.
In an official notification, the Punjab Home Department directed all commissioners, deputy commissioners, regional police officers (RPOs), and district police officers (DPOs). They must strictly enforce the province-wide prohibition under the Kite Flying Regulations Bill 2025.
The decision follows growing concern over illegal kite flying in several areas. This activity has led to injuries and fatalities among pedestrians and motorists. Authorities have repeatedly warned that unsafe kite strings and unregulated flying pose a serious threat to public safety.

The notification clarifies that kite manufacturing, storage, sale, transportation, and flying outside the approved dates and designated areas in Lahore are illegal. Officials stressed that no exemptions will be granted under any circumstances.
Law enforcement agencies have been instructed to take action strictly in accordance with the 2025 regulations. Violators, including manufacturers, suppliers, sellers, and participants, may face legal proceedings, fines, and other penalties.

All districts have also been ordered to submit compliance reports to the Home Department. They must confirm full implementation of the ban and enforcement measures.
The Punjab government said the controlled permission for Basant in Lahore aims to balance cultural celebration with public safety. At the same time, the broader ban reflects zero tolerance for activities that endanger lives.
