On August 16, 2025, the Pakistan Navy launched the PNS/M MANGRO submarine at the Shuangliu Base of the Wuchang Shipbuilding Industry Group in Wuhan, China.
Vice Admiral Abdul Samad, the Deputy Chief of Naval Staff, was the chief guest at the event. Officials from the China Shipbuilding & Offshore International Company (CSOC) were also present, marking a significant milestone in the Pakistan-China HANGOR Class Submarine project.

Vice Admiral Samad emphasised the significance of maritime security within the context of regional geopolitical dynamics. He stated, “The Pakistan Navy is dedicated to defending national interests and fostering a cooperative maritime environment.” He also commended the advanced weaponry and sensors of the HANGOR Class submarines for their role in maintaining the balance of power and stability in the region. This project further reinforces the enduring partnership between Pakistan and China.

Under a government agreement with CSOC, Pakistan will acquire eight HANGOR Class submarines: four will be built in China, and four will be constructed at Karachi Shipyard & Engineering Works (KS&EW) through a Transfer of Technology program. Samad praised CSOC’s progress, highlighting the initiative’s potential to enhance Pakistan’s naval capabilities and regional influence.
On the same day, the Pakistan Navy Investiture Ceremony 2025 in Karachi honoured personnel with Tamgha-i-Basalat awards, including Cdr Munawar Ahmed Bhatti and Cdr Naeem Ahmed Khan. Held at the Bahria Auditorium, the event underscored the Navy’s commitment to excellence, attended by senior and retired officers.
The PNS/M MMANGRO launch and HANGOR project bolster Pakistan’s maritime defence, enhancing regional stability and Pakistan-China ties. It signals naval modernisation amid global tensions.
