Pakistan’s Bureau of Emigration and Overseas Employment (BEOE) reported that 336,999 workers secured foreign employment between January and June 2025.
The ongoing trend highlights the growing importance of overseas employment in Pakistan’s economy. Since the bureau was established in 1971, more than 10 million citizens have found employment abroad. Overseas employment serves as a crucial economic pillar, helping to alleviate domestic unemployment pressures, generate significant foreign remittances, and support debt servicing and development projects.
The BEOE currently lists 116,300 available foreign positions for skilled and unskilled workers. The record annual placement remains 946,571 workers achieved in 2015, demonstrating the program’s historical significance.

As the regulatory body for labour migration, the BEOE performs essential functions such as overseeing private Overseas Employment Promoters (OEPs), processing direct employment applications, maintaining comprehensive emigration records since 1971, and ensuring mandatory insurance coverage for workers.
The bureau operates through seven Protectorates of Emigrants offices nationwide, providing pre-departure briefings and monitoring compliance with the 1979 Emigration Ordinance. These measures safeguard migrant workers’ welfare while facilitating legitimate employment channels.
BEOE actively negotiates Memoranda of Understanding with foreign nations to expand employment opportunities. The State Life Emigrants Insurance Fund (SLEIF) provides additional financial security for workers abroad, complementing the bureau’s advisory role in national emigration policy development.
