On July 29, 2025, ARY News reported that the government of Pakistan has finalised plans under the National Electric Vehicle (NEV) Policy for 2025-2030 to provide 116,000 electric bikes through two-year instalment plans.
Prime Minister Shehbaz Sharif is expected to announce this policy on Independence Day, August 14, 2025. The initiative, developed in collaboration with the State Bank of Pakistan and the Bank Association, aims to promote sustainable transportation and targets a 30% adoption rate of electric vehicles by the year 2030.
The scheme offers a Rs. 50,000 subsidy per electric bike and rickshaw, with each bike priced up to Rs. 250,000. The remaining amount, over Rs. 200,000, will be payable in instalments over two years. Eligible applicants must be aged 18 to 65. Seventeen companies have secured licenses to manufacture e-bikes, supporting local production and the policy’s environmental goals.
The government has allocated Rs. 100 billion in subsidies over five years, including Rs. 9 billion for the current fiscal year, Rs. 19 billion for 2027, Rs. 24 billion for 2028, and Rs. 26 billion for 2029. In 2023, Rs. 23 billion was disbursed for similar subsidies. The policy aims to produce 2.213 million electric vehicles by 2030, enhancing affordability and reducing emissions.
Sindh’s Free E-Bike Initiative for Women
In a related move, the Sindh government plans to provide free electric bikes to women to support their professional transportation needs. The Sindh Transport Department requested Rs. 300 million outside the regular budget to fund this initiative, further aligning with the national push for sustainable mobility.
