On June 20, 2025, Pakistan’s NADRA introduced mandatory birth registration for B-Forms and new CNIC rules to combat fraud and improve child protection.
The National Database and Registration Authority (NADRA) revised its identity documentation system, requiring birth registration at local Union Councils for B-Form issuance. Biometric rules vary by age:
- 0–3 years: No biometrics or photos needed.
- 3–10 years: Photo and iris scan mandatory.
- 10–18 years: Photo, fingerprints, and iris scan required.
B-Forms now have a specified validity period and are essential for passport applications, although existing forms remain valid. The Family Registration Certificate (FRC) now holds legal status, requiring accurate declarations of family data. FRCs will include information about multiple marriages, and women can display either their father’s or husband’s name on their CNICs.

NADRA has introduced a chipless identity card with smart capabilities, including bilingual data and QR code verification, enabling faster and more cost-effective delivery. Cases involving the confiscation of CNICs will be resolved within 30 days.
Director General Aamir Ali Khan announced that NADRA’s Biker Service in Karachi has expanded from three to eight units to provide quicker access.
These reforms aim to prevent identity fraud, strengthen child protection, and streamline documentation, aligning with global standards.
