Elon Musk left attendees at a get-out-the-vote rally in Wisconsin on Sunday, March 30, 2025, in awe with a presentation he called “mind-blowing.”
Just before a closely contested state judicial race, he shared a chart that alleged that millions of noncitizens obtained Social Security numbers (SSNs) during Joe Biden’s presidency.
The head of the Department of Government Efficiency (DOGE), joined his friend Antonio Gracias onstage to highlight a graphic titled “New Non-Citizen Social Security Numbers Issued.”

“We mapped Social Security to hunt fraud, but this jumped out,” Gracias said. The chart showed a spike: over 2 million noncitizens got SSNs in FY 2024 (ended Sept. 30), up from roughly 1 million in FY23 and FY25 (ongoing). “This blew us away, and we stumbled on it by accident,” he added. The rally also grabbed headlines when Musk handed $1 million checks to two voters backing his anti-“activist judge” petition despite a state Supreme Court snub.

DOGE’s Wider Probe
Musk’s claims tie into DOGE’s audits of federal systems. Last week, they axed 7 million SSNs of people listed as over 120 years old and found 20 million “dead” entries marked alive, Musk revealed.

President Trump signed an executive order early in his administration blocking noncitizens from receiving public assistance. That policy aligns with a new joint initiative from the Department of Housing and Urban Development (HUD) and the Department of Homeland Security (DHS), aiming to bar noncitizens from accessing housing programs. As DOGE deepens its investigations, Musk’s chart has ignited intense debate around immigration and fraud.
