The National Database and Registration Authority has launched a facial recognition–based biometric verification system to support citizens who struggle with fingerprint authentication, particularly older adults and individuals with medical conditions.
A NADRA spokesperson said the initiative follows directives from the federal government to improve access to identity verification services. Authorities amended the National Identity Card rules to expand the legal definition of biometric verification, formally recognising facial recognition as an approved method.
NADRA said it has completed technical preparations and has asked public and private institutions to accept facial recognition as a valid biometric verification method. The authority has also added the service as a feature in the Pak-Identity mobile application.

Once Pakistan’s Digital ID system launches, citizens will be able to complete facial recognition verification directly through the app without visiting a registration centre.
From January 20, all NADRA registration centres nationwide will issue biometric verification certificates via facial recognition. Under the new process, if fingerprint verification fails, staff will direct the citizen to complete facial recognition at the nearest NADRA office.

After successful verification, NADRA will issue a biometric verification certificate on payment of a nominal fee. The certificate will include the holder’s photograph, name, father’s name, national identity card number, a unique tracking ID, and a QR code. It will remain valid for seven days.
NADRA advised citizens to contact the relevant department or institution if they encounter any difficulties accessing the service, so officials can address the issue promptly.
