The National Database and Registration Authority (NADRA) has issued a statement clarifying the conditions under which “Resident of AJK State” appears on identity cards.
According to current regulations, NADRA adds this designation in black on Smart Computerized National Identity Cards (CNICs) and in red on regular CNICs. Applicants must provide a valid State Subject Certificate (Class 1, 2, or 3) from the Government of Azad Jammu and Kashmir (AJK) to include this residency status on their CNICs.
NADRA addressed recent rumours about policy changes circulating on social media, confirming these claims as unfounded and misleading. From December 2024 through January 2025, NADRA issued over 50,000 CNICs featuring the “Resident of AJK State” designation.

The authority also explained that any missing imprints could result from applicants not providing the necessary State Subject Certificate or errors made by data entry operators during the processing of CNICs. For cases where errors occurred despite correct documentation, NADRA has proactively contacted affected individuals to arrange a free re-issuance of their CNICs with the proper designation.
For those who initially failed to provide the required certificate, NADRA invites them to reapply with the appropriate documentation and pay the necessary fees to receive a corrected CNIC.
