The Ministry of Information Technology and Telecommunication (MoITT) and the Sindh IT Company (SITC) signed a Memorandum of Understanding (MoU) on September 23, 2025, to officially launch the Digital Economy Enhancement Project (DEEP) in Sindh.
The MoITT and SITC initiative aims to strengthen digital services, promote innovation, and advance the government’s vision of a connected Digital Pakistan. The project focuses on improving governance and streamlining services. Moreover, it works on creating a national digital ecosystem. Core components include:
- National Digital Services Portal
- Pakistan Digital ID
- Digital Vaults
- Pakistan Business Portal
- National Data Exchange Layer
Under the agreement, the MoITT will fund and guide DEEP at the national level. It will achieve this by providing technical expertise and policy guidance. SITC will manage the implementation in Sindh. They will collaborate with provincial stakeholders to ensure data sharing, infrastructure development, and skills training.

IT Minister Shaza Fatima Khawaja, speaking at the signing, hailed DEEP as a milestone for Pakistan’s digital transformation. “This project will not only enhance services but also foster innovation across the country,” she said. The minister also thanked Prime Minister Shehbaz Sharif and the Special Investment Facilitation Council (SIFC) for their support in making the initiative a reality.
Officials emphasised that DEEP will enhance the accessibility and transparency of public services. Furthermore, it will foster job creation, technology adoption, and economic growth in Sindh.
