Khyber Pakhtunkhwa has launched a new Khyber Pakhtunkhwa teacher transfer policy under the E-Transfer Policy Plus, a digital system aimed at improving how teachers move between schools.
Provincial Minister for Elementary and Secondary Education Arshad Ayub Khan formally inaugurated the system in Peshawar on Tuesday. Senior education officials, including Secretary Muhammad Khalid and Director of Elementary and Secondary Education Naumana Sardar, also attended the launch.
The new system is designed to reform the school transfer process for education employees across the province. According to the briefing, the E-Transfer Policy Plus 2026 will cover teaching cadre transfers, including manual and vacant-post transfers.
It will also handle tenure-based transfers for the education management and ministerial cadres. As a result, the government aims to create a more structured and transparent transfer process.
How the E-Transfer Policy Plus Works
Officials said the policy uses a scoring system to assess applications. The criteria include length of service at a school, student-teacher ratios, academic results, and attendance levels.
In addition, the policy gives extra consideration to applicants with disabilities, widows, those with higher qualifications, and applicants with specific domicile requirements. This structure is intended to balance employee needs with merit and institutional priorities.
Arshad Ayub Khan described the launch as a major step for the provincial government. He said the E-Transfer Policy Plus protects both teachers’ preferences and a merit-based policy framework.
He also said teachers previously faced serious challenges in the transfer process and often depended on informal channels. Now, he said, the system offers transparency, fairness, and easier access from home.
The minister said teachers will be able to apply for postings and transfers through a mobile app without visiting offices in person. He added that this change could improve school performance and strengthen student learning outcomes.
He also stressed that teacher welfare matters alongside students’ futures. According to him, the government plans to continue improving the E-Transfer Policy Plus to better meet education goals across the province.
