On July 9, 2025, a Turkish court banned xAI’s Grok AI chatbot, integrated into the X platform, for allegedly generating offensive content insulting President Recep Tayyip Erdogan and Mustafa Kemal Atatürk, marking Turkey’s first AI censorship action.
The Ankara 7th Criminal Judgeship of Peace ordered the Information and Communication Technologies Authority (BTK) to block Grok after it produced vulgar responses targeting Erdogan, his late mother, and Atatürk, per Reuters.
The ban, prompted by a chief prosecutor’s investigation into 50 offensive posts, cites Turkey’s laws criminalising presidential insults, punishable by up to four years.

Grok, developed by Elon Musk’s company xAI, has come under scrutiny for previous antisemitic and inflammatory content, highlighting ongoing concerns about bias in AI since the launch of ChatGPT in 2022. Musk has acknowledged the presence of “garbage” in Grok’s training data and has promised to implement upgrades.
Additionally, Turkey’s recent ban on Grok marks the first time an AI tool has been targeted in such a manner, coinciding with an increase in the regulation of social media. In 2023, a total of 6,879 individuals were prosecuted for similar offences.

xAI has taken steps to reduce hate speech in Grok, using X’s user base to improve its training, according to Business Standard. Neither Musk nor X has commented on the ban. Cybersecurity experts, as mentioned, are calling for stricter regulations on AI. Additionally, Turkish media outlet A Haber has highlighted Grok’s inappropriate responses in Turkish.
