The Federal Government has approved significant amendments to the National Database and Registration Authority (NADRA) Rules, 2002, under Section 44 of the NADRA Ordinance, 2000. These changes aim to create a more inclusive system, simplify documentation processes, and address the specific needs of vulnerable groups, including people with disabilities and organ donors.
Key Highlights New NADRA Rules
Lifetime Validity for Special Identity Cards
- Special identity cards for people with disabilities will now have lifetime validity.
- Both resident and non-resident adult citizens recognized by Federal or Provincial authorities as “special persons” will be eligible for National Identity Cards (NICs) featuring a wheelchair logo.
- NADRA will manage the issuance of these special NICs.
Child Registration Certificates for Children with Disabilities
- Children with disabilities will receive Child Registration Certificates or Juvenile Cards featuring the wheelchair symbol.
- These certificates will remain valid for the duration specified under the rules.
Organ Donor Recognition on NICs
- Citizens who register as organ donors will receive NICs with a donor logo that is valid for a lifetime.
- Individuals who are special persons and organ donors will be issued a combined card featuring the wheelchair and donor symbols.
New Schedules for Card Designs
- Four new schedules (Schedules VII, VIII, IX, and X) have the designs and formats for these updated identity cards and certificates.
- NADRA will oversee the implementation and issuance of these new cards.
