China’s latest policy blueprint signals a major technology drive as the China five-year plan AI push places artificial intelligence at the heart of its next phase of economic strategy.
Released at the opening session of the National People’s Congress, the plan calls for wide adoption of AI across major sectors and frames technology as central to what China describes as “new quality productive forces,” indicating a stronger emphasis than in earlier outlines.
China’s Five-Year Plan AI Push Centres on “AI+” Adoption
The 141-page plan introduces an “AI+ action plan,” aimed at integrating AI throughout the economy, including manufacturing, healthcare, education, and logistics.
Chinese leaders also said they want “decisive breakthroughs in key core technologies” and to seize the “commanding heights” of global innovation. The strategy highlights a push to develop and scale advanced technologies at home amid intensifying rivalry with the United States.

Key focus fields named in the plan include:
- Quantum computing
- 6G telecommunications
- Humanoid robots
- Nuclear fusion
- Brain-computer interfaces
Over the next five years, China aims to reduce its reliance on foreign technology, especially advanced semiconductors, amid rising trade tensions with the U.S.
This push for self-reliance reflects a broader effort to secure domestic supply chains for strategically important technologies.
