This guidance stems from concerns over potential security risks, including the inadvertent disclosure of sensitive information and the possibility of detainment amid ongoing US-China diplomatic tensions.
According to a recent Wall Street Journal report, the cautionary stance is reportedly due to fears that Chinese AI experts might unintentionally reveal critical insights about China’s advancements in AI if they travel abroad. Moreover, there is apprehension about the possibility of these individuals being detained and used as leverage in negotiations between the US and China, reminiscent of a Huawei executive’s detention in Canada at the behest of the US during the Trump administration.
This development is in response to an intensifying global AI race, where Chinese companies like DeepSeek are making significant strides. These companies claim their AI models rival or surpass those developed by US industry leaders like OpenAI and Google, but at a lower cost.

Chinese President Xi Jinping emphasized the importance of national security, including cybersecurity and AI, in a recent meeting with Communist Party officials. He advocated for prioritizing the country’s political security and bolstered efforts in technological self-reliance.
Chinese executives who opt to travel despite the advisory must report their travel plans in advance. Upon their return, they must debrief authorities about their activities and meetings abroad. DeepSeek’s founder, Liang Wenfeng, and another prominent AI entrepreneur have already altered their international engagement plans, adhering to these new guidelines.
