Pakistan initiated the repatriation of Afghan Citizen Card (ACC) holders and illegal refugees on April 1, 2025, following the expiration of a March 31 deadline.
The Ministry of Interior had urged Afghan nationals to leave voluntarily by the cutoff, warning of strict action against those remaining. “Deportation begins April 1,” the ministry stated earlier, as part of the Illegal Foreigners Repatriation Program (IFRP) launched in November 2023. Since then, 8,86,242 Afghans have returned, with an estimated 3 million still in Pakistan.
The government emphasized a humane approach, ensuring food and healthcare for returnees. “No one will be maltreated during repatriation,” the ministry assured, noting sufficient time was given for a dignified exit.

The statement added, “Pakistan remains a gracious host, but all must abide by our laws.” Authorities are now enforcing the policy, aiming to manage the remaining Afghan population while upholding national commitments.
The IFRP reflects Pakistan’s push to address illegal residency amid security concerns. With millions of Afghans hosted for decades, this phase targets ACC holders following earlier repatriation waves. As the process unfolds, the focus remains on balancing humanitarian care with legal enforcement.
