Trump Freezes $2.3B in Harvard Funding Over DEI, Mask Ban Dispute

The Trump administration has frozen $2.3 billion in federal funding to Harvard University after the Ivy League school rejected demands to ban face coverings, dismantle diversity, equity, and inclusion (DEI) programs, and revise its admissions and governance policies.

The decision, announced Monday by the U.S. Department of Education’s Joint Task Force to Combat Antisemitism, escalates tensions between the government and elite universities. Harvard’s firm stance could set the stage for a legal showdown.

The freeze affects $2.2 billion in multi-year grants and $60 million in contracts, a significant blow to Harvard’s research and operations. The task force criticized Harvard’s response as reflecting an “entitlement mindset.” The administration’s conditions included:

  • Ending DEI initiatives.
  • Enforcing a campus-wide mask ban targeting protesters.
  • Overhauling hiring and admissions for a “merit-based” approach.
  • Restructuring departments accused of fostering antisemitic discourse.

Harvard’s attorneys rejected these terms in a letter, calling them unconstitutional and beyond federal authority. “Harvard will not surrender its independence,” they wrote, emphasizing the university’s commitment to its autonomy.

Harvard’s Defiant Response

Harvard President Alan Garber labelled the demands an attempt to control campus discourse. In an email to students and faculty, he argued that while some conditions address antisemitism, most seek to regulate Harvard’s “intellectual conditions.” The university’s refusal marks it as the first to publicly defy the administration’s terms, unlike Columbia University, which lost $400 million last month but complied with revised guidelines.

The funding freeze stems from months of friction sparked by student protests over the Gaza war, starting in October 2023. Harvard’s May 2024 Commencement saw over 1,000 students and faculty walk out, highlighting deep divisions. The Trump administration has also cracked down on other campuses, revoking student visas and deporting foreign students tied to protests, intensifying its focus on what it calls pro-Hamas activism.
