The government has struck a ‘seemingly’ fail-safe constitutional maneuver to enforce Pakistan Protection Ordinance (PPO) 2014 in its current form even if it is shot down in Senate.
According to sources privy to the matters, in case Opposition stymies the controversial bill in Senate, the government will then throw it in the joint session of both the houses and get away with it.
Article 70(3) of the Constitution, which is about introduction and passing of bills, has a provision that allows the passage of a draft law in the meeting of upper and lower houses.
