US Republican Senator Marco Rubio introduced legislation on Friday aimed at suspending security assistance to Pakistan due to its purported threats toward India.
The bill, named the US-India Defence Cooperation Act, mandates a detailed analysis of Pakistan’s aggressive actions, including terrorism and proxy engagements against India.
This legislation also proposes to deny Pakistan any assistance if it is confirmed to be sponsoring terrorism against India. Further, Senator Rubio’s bill seeks to bolster the US-India relationship to counteract China’s regional dominance, emphasizing the need to strengthen diplomatic, economic, and military ties with New Delhi.
The bill’s objectives include supporting India in safeguarding its territorial integrity through necessary security assistance. Regarding technology transfers, it proposes granting India a status equivalent to that of US allies like Japan, Israel, South Korea, and NATO members.
Additionally, the bill offers India a partial exemption from the sanctions under the Countering America’s Adversaries Through Sanctions Act (CAATSA), which penalizes countries purchasing significant defence hardware from Russia. If passed, this exemption would allow India to acquire Russian-made military equipment currently used by its forces without facing US sanctions.
The proposed legislation also includes a clause urging Congress to swiftly process any certifications related to the sale of defence articles and services to India, aligning with US strategic interests and contributing to regional peace and stability.
Moreover, the bill intends to authorize the Secretary of State to sign a memorandum of understanding with India to enhance military cooperation, expedite the transfer of excess defence articles over two years, and expand military education and training initiatives with New Delhi.
