On April 25, 2025, Lieutenant General Yaroslav Moskalik, deputy head of the Main Operations Directorate of the Russian General Staff, was killed in a car bomb explosion in Balashikha, just 20 miles east of Moscow.
According to Russia’s Investigative Committee, the blast, caused by a shrapnel-packed improvised explosive device near a Volkswagen Golf, occurred hours before US envoy Steve Witkoff met President Vladimir Putin to discuss the Ukraine conflict.
The explosion took place around 10:40 a.m. when Moskalik, 59, walked past the parked vehicle after exiting a residential building, as reported by the military-linked Russian blog Rybar. Security footage published by Izvestiya showed a powerful blast scattering vehicle fragments, with flames engulfing the car. The Investigative Committee has launched a criminal probe under murder and illegal explosives trafficking charges, with forensic teams examining the scene.

The incident coincided with Witkoff’s fourth visit to Russia since January 2025, his second that month, as confirmed by state news agency Tass. Witkoff met Putin and top negotiator Kirill Dmitriev in the Kremlin, following Russian Foreign Minister Sergey Lavrov’s statement on April 24 that Moscow was open to a Ukraine deal pending “fine-tuning.” The bombing’s timing, just before these high-stakes talks, has heightened tensions in diplomatic efforts to end the war.
Who Was Yaroslav Moskalik?
Little is publicly known about Moskalik, but Rybar described him as a “competent and demanding” leader who was unpopular among some due to his strict style.
According to Kremlin records, he represented Russia in the 2015 Normandy Format talks on Ukraine and visited Syria in 2018. His role in the General Staff involved planning military operations, making him a significant figure in Russia’s armed forces.

The Balashikha blast follows a separate explosion two days earlier in a Moscow business district car park, which caused a fire but no casualties. Authorities have not connected the incidents, but the timing raises concerns about security in the capital. Ukraine has been linked to similar attacks, including the December 2024 assassination of General Igor Kirillov, though Kyiv has not commented on Moskalik’s death.
Moskalik’s killing, labelled a “terrorist attack” by Russia’s Foreign Ministry, adds complexity to ongoing Ukraine peace negotiations. As investigators work to identify those responsible, the incident underscores the volatile backdrop of the conflict.
