To tighten tax compliance, the government has unveiled rigorous actions targeting non-filers. These actions prevent them from engaging in significant financial activities like opening bank accounts or acquiring property and vehicles.
The amendments, encapsulated in the Tax Law Amendment Bill for the fiscal year 2024-25, were recently tabled in the National Assembly. According to the proposed changes, non-filers will be restricted from purchasing vehicles with engine capacities exceeding 800cc. The legislation also limits the purchase of property and shares beyond certain thresholds.
Under the new rules, non-filers cannot open new bank accounts and will be limited in the amount they can transact. However, exemptions allow them to purchase motorcycles, rickshaws, and tractors.

Reports indicate that the bank accounts of individuals running unregistered businesses will be frozen. These individuals will not be permitted to transfer property, nor will the government auction their property. The Federal Board of Revenue (FBR) will release a list of those whose accounts are subject to freezing.
Additional provisions state that bank accounts will be frozen for entities that fail to register for sales tax, and property transfers will also be restricted under these circumstances. To reactivate frozen accounts, affected parties must file an appeal with the Chief Commissioner within two days of their sales tax registration.

Moreover, the legislation extends filer status to include the parents, children up to 25, and spouses of registered filers. These measures will become enforceable following an official notification by the federal government.
