The Pakistan Civil Aviation Authority (PCAA) has been restructured into three distinct departments: PCAA, the Bureau of Aircraft Safety Investigation (BASI), and the Pakistan Airports Authority (PAA), each tasked with specific functions.
Moving forward, the PAA will oversee all commercial airports. BASI will focus on investigating aircraft accidents. The PCAA will continue to handle all regulatory aspects, including flight standards, pilot licensing, aerodrome airspace, airworthiness, air transport, and aeromedical departments.
The Ministry of Aviation formalized the establishment of the PAA and BASI through notifications issued on August 9, 2024. This organizational change follows the passage of a bill by parliament in 2023, which laid the groundwork for this division.
The government has also reassigned employees to these new departments based on their expertise and experience, ensuring a smooth transition. Financial resources and assets have been distributed accordingly among the departments, with further details to be specified in upcoming notifications concerning departmental leadership.
Additionally, the Ministry of Aviation recruits director generals for the PCAA and the PAA as part of these ongoing structural changes.
