The Khyber Pakhtunkhwa government has terminated quota-based job appointments, adhering to a Supreme Court directive. Chief Secretary KP has officially notified all government departments to adopt an open merit-based recruitment system.
This shift follows a Supreme Court decision that deemed quota-based appointments unconstitutional. The KP government has emphasized that any non-merit appointments would breach constitutional standards.
However, this change will not impact the existing compensation entitlements provided by federal and provincial governments to the families of law enforcement personnel and civil servants killed in terrorist attacks.
Separately, the Punjab government initiated significant reforms, amending the Punjab Civil Servants Act of 1974. The amendments included the removal of rule 17-A, which previously facilitated job allocations to the children of deceased government employees.
The secretary of regulation services and the General Administration announced this change. According to the amendment, the children of deceased Punjab government employees are no longer entitled to automatic employment.
The notification clarified, “The Governor of Punjab, by utilizing the powers granted under Section 23 of the Punjab Civil Servants Act, 1974 (VIII of 1974), has approved the amendment to the Punjab Civil Servants (Appointment and Conditions of Service) Rules, 1974, effective immediately.” It further stated that Rule 17-A would be omitted from the rules.
