The Federal Board of Revenue (FBR) has launched the Fee-Less Customs Assessment (FCA) system in Karachi. This is a key component of the broader reform agenda sanctioned by the Prime Minister of Pakistan.
This system requires that all import declarations at Karachi’s Appraisal Collectorates be processed through the Central Appraisal Unit (CAU) at the South Asia Pakistan Terminal in Karachi. The unit was established per FBR’s CGO No. 6 of 2024, effective midnight on December 15.
The FBR anticipates that the FCA system will significantly enhance the Customs Department’s performance and operational culture by shortening clearance times, increasing transparency, and improving efficiency.
After the initial phase proves successful, plans are to expand the system to additional ports and border stations nationwide, potentially moving customs appraisal functions beyond the collectorates.
The unit now includes 55 officers and incorporates a performance-based incentive system to promote accountability and efficiency. This system rewards officers who consistently perform their duties diligently and honestly.
A new point-scoring system rewards agents for precise and truthful declarations, enhancing their professional standing. Conversely, agents delivering inaccurate or substandard declarations will face point deductions, and persistent poor performance could lead to license revocation.
